Infact Paradox themselves recomend Art of War, Common Sense and Rights of Man in the Founders Pack. So if you read up about the favour system you could always choose ROM. Never bothered with Rights of Man so far. Native policies where you can set how harsh you want to treat the natives when you colonise. So when they call me into their war I can expect some territory in their peace deal.

I like Cossacks as I can designate enemy provinces that I want to allies. Some people don't like the favour system in Cossacks. No you don't infact you can easily skip most if not all the expansions.
